Naples advisory board reviews 60% design for 1st Avenue South streetscape and stormwater upgrades

Consultants and city staff presented a 60% design update on April 27 for the 1st Avenue South, 10th Street South and 12th Street South streetscape and stormwater project, outlining sidewalks, parking reconfiguration, traffic-calming treatments and a major drainage upgrade.
Daniel Flynn, project manager with Cape Dawson, said the scope includes “complete streets” elements — parking, lighting, irrigation, landscaping — plus stormwater and utility improvements. He told the advisory board the design replaces a previously planned single-lane roundabout at 1st Avenue South and 10th Street with a raised intersection to avoid impacting a recently built playhouse and because right-of-way constraints made a roundabout infeasible at several locations.
Flynn said the team is proposing two 10-foot sidewalks on 1st Avenue South and shared-lane markings ("sharrows") for bicyclists on 10th and 12th streets. On parking, he said, “overall, there is a net decrease of 45 parking spots,” with the change broken down as 12 spaces removed on 1st Avenue South, 36 removed on 10th Street and three added on 12th Street.
On stormwater, engineers described shifting a large trunk line from Central Avenue to 1st Avenue South and installing a 6-by-9-foot box culvert through a 30-foot drainage easement to cross Goodlet. Flynn said that culvert is equivalent in capacity to two 72-inch pipes and that a stormwater check valve would be installed upstream of the box culvert to prevent tidal backflow into the system.
Dan Orenstein, the city engineer and stormwater manager, said the drainage improvements are coordinated with the city’s multi-basin assessment and hydraulic modeling; the multi-basin work evaluated options up to a 70-year horizon and identified scenarios that would require pumps in a longer-term planning horizon, but the current project does not include a pump station.
Consultants recommended phasing work by outfall and noted contractor approaches that shut off short blocks at a time to speed construction. They said permitting submittals will go next to the South Florida Water Management District and to the U.S. Army Corps of Engineers (staff anticipate a nationwide permit), followed by FDEP and coordination with FDOT where the project ties into state right-of-way. Collier County permitting and right-of-way coordination for the Goodlet crossing were described as likely permitting challenges.
The presentation closed with a schedule the team said it expects to maintain if permitting proceeds: a 90% design submittal in August, 100% in November, a bid package to the city in January and construction starting in 2027.
Board members asked for follow-up materials, including photometrics for lighting and an inundation (post-construction flooding) map. Flynn said the 60% lighting plans do not include photometrics and that the team can prepare inundation visualizations on request. The consultant also confirmed the raised intersections will have a vertical rise of about 6 inches and that bollards will be placed around curb radii at pedestrian crossings for protection.
Next steps: staff will present the 60% recommendations to the CRA in June; the board requested that photometrics and inundation maps be provided before the 90% review.
