Bid for Doctors Pass dredging rebid after protest; start may slip to fall, staff says

Staff said the two projects were bid together earlier this year and then rebid after bidders failed to meet requirements. A subsequent low bid was contested by another bidder, prompting a third rebid. Staff reported that Andy Miller planned to issue the new solicitation the week of April 21 and expressed hope that, if the rebid proceeds smoothly, the Wiggins Pass work could begin in June. Committee members were warned that Doctors Pass likely would follow later and could fall into the hurricane season window.
Members asked about fairness and how knowledge of previous bids affects competitive pricing; staff explained the rebidding process and noted contractors are aware of prior bid amounts when a rebid is required. No contract was awarded at the meeting and no committee action was taken.
