Conservancy of Southwest Florida urges attention to resilience and implementation as Naples comp plan moves to council

Dr. Carrie Schuman of the Conservancy of Southwest Florida addressed the board to summarize the organization’s comments on the comprehensive plan update and to urge attention to resilience and implementation.
“We did turn them into you this week,” Schuman said, referring to the Conservancy’s submission, and she thanked the PAB for being receptive to public comment. She called attention to state legislative context, noting SB 180 and HB 1217 and warning that HB 1217 "basically takes aim at local government, being able to, have any kind of net 0 goals," a concern the Conservancy included to provide context for long‑range planning.
Schuman praised the resilience element in the draft and offered suggestions about stormwater management, water‑quality protections and opportunities for nonprofit partnerships to support implementation. Planning Director Erica Martin told the board the red‑line draft, consultant revisions and the public‑engagement summary have been published and will be presented to City Council on April 13, and that the council packet includes correspondence received from the Conservancy and others.
Board members asked for access to the red‑line draft and staff said it is available in the materials going to council; staff offered to provide links or hard copies on request.
