Erica Martin, Planning Director, said the code currently requires a full council agenda item for the six-month check and that the change would allow staff to present the report as an informational consent agenda item when there have been no verified violations. "If there are no issues," Martin said, "it could purely just be an informational item on the consent agenda. However, if there have been issues ... it would be a full agenda item and it would be presented to council for discussion."
Board members asked how complaints are handled and what counts as a verified violation. Martin explained that verification requires confirmation by police, fire or code enforcement officers and that staff would consult enforcement units at the six‑month point. The board also discussed notice to neighbors and the existing revocation provisions that can bring a permit back to council if violations continue.
A motion to recommend the amendment passed on roll call. Supporters cited reduced staff time and applicant cost for routine, problem‑free permits; several members said the revocation procedure provides a backstop if problems arise.
