Naples CRA delays adoption of FY2026 goals to refine measurable objectives

The Naples Community Redevelopment Agency on Tuesday agreed to continue discussion of its FY2026 goals, objectives and performance measures, saying the draft staff document is too aspirational and must be reworked into concrete, measurable targets.
Anita Jenkins, CRA staff, told the board the state enacted a new reporting requirement for goals and performance measures and that the CRA must publish an annual report by Dec. 1. Jenkins said staff included advisory‑board recommendations in a redline version of the document and asked the board for input on what to adopt for 2026.
Several board members said the packet reads like a list of activities rather than clear goals the public can hold the CRA to. "They would be more concrete — what is it we're trying to accomplish? How do we measure progress against those?" Member Blankenship said, urging measurable milestones linked to budget allocations.
Vice Chair Schultz said members should provide leadership and not place the full burden on staff to define priorities. The city attorney reminded the board that the annual process is intended for the CRA to set goals and then, at year end, report what it did and did not accomplish.
Board members said they were comfortable leaving the minimum statutory content in place while directing staff to return with more concrete objectives tied to the board's budget priorities. Chair Peneman asked that the revised goals be the sole topic of a future meeting so members could focus on metrics and timeframes.
The board approved a motion to continue the item for further discussion and to return with a revised document before the December 1 statutory posting deadline.
Going forward, staff said it will use the board's budget‑priority decisions to pare the goals document to items the CRA expects to pursue in the coming year.
