The Naples Design Review Board approved final design review for the REVS Institute’s new car storage and event facility (petition 26‑DRB‑10) after the applicant revised the plan to include an elevated terrace and to switch exterior walls to precast tilt‑up panels with textural reveals.
Michael Quattrochi, the owner’s representative, described a two‑story, approximately 60,000‑square‑foot building with covered parking and staging at ground level and future stacked car storage above. The applicant added a roughly 3,000‑square‑foot elevated terrace with a solar shade, glazed walls on public elevations and a large open green lawn intended for events and as dry retention. "We've added about a 3,000 square foot elevated terrace which...will allow us to open up this area on the south end of the building to events," Quattrochi said.
The design moves from a block and plaster finish to precast concrete panels with varying rib spacing to create texture. The applicant also proposed limited nighttime lighting focused on the south event face and dark‑sky‑compliant photometrics. Landscape architect Brent Guillen said the plan upsized live oaks on the north boundary, added a buttonwood hedge to supplement an existing eucalyptus buffer and emphasized native, low‑maintenance species.
Nearby residents raised concerns about the height and scale of the north wall, traffic and noise during events. The applicant said security lighting will be dark‑sky compliant and directed at the building; the board requested additional hedgerow planting along the north lot line and a flush curb delineation between the lawn and asphalt to support event operations. Staff also captured board recommendations to change concrete scoring from an 8‑inch pattern to a 6‑inch pattern and to use a 3‑inch scoring on the lower leg for finer texture.
After discussion the board approved the project with the conditions recorded by staff, including the additional hedgerow, lighting photometrics, concrete scoring adjustments and confirmation that the lawn can function as dry retention and occasional overflow parking for events.
