Committee pre-files a bundle of capital project funding measures including sidewalk repairs, building upgrades, senior center renovations and bridge work
Summary
The Physical Services Committee pre-filed resolutions to add funds for sidewalk safety, building-management system upgrades, senior center renovations, a bridge reappropriation and budget transfers to fund the projects; it also approved a SWIMS amendment for lifeguard training and noted a contract award for the Veterans Chapel roof.
At its April 23 meeting the Putnam County Physical Services Committee pre-filed multiple capital project measures and budget transfers intended to maintain county facilities and public safety infrastructure.
Chairman Gouldman moved to pre-file an amendment to 20CP04 to add funds to the Sidewalk Safety Repair Program. The committee also pre-filed an amendment to 25CP02 to add funds for building-management system (BMS) upgrades at the Bureau of Emergency Services; Deputy Commissioner Joseph Bellucci said the work will monitor utility functions and that the facility had been part of an energy-performance financing project six to seven years ago. Commissioner Feighery said the new courthouse is the next candidate for similar upgrades.
The committee pre-filed project 26CP01 to fund Putnam Valley Senior Center renovations to address an aging building and several code issues, and approved Budgetary Transfer 26T096 to move funds among 20CP04, 25CP02 and 26CP01. Commissioner Feighery described a bridge reappropriation for Bridge 5 on the Maybrook Bikeway in the Village of Brewster, noting the structure dates to 1896 and repairs retained the existing structure while using significant steel; the reappropriation pays the construction company. The committee also approved a Budgetary Amendment for the SWIMS grant program to offset lifeguard training costs to address recruitment and retention issues among high school and college-age potential lifeguards.
Separately, Deputy Commissioner Bellucci reported the county awarded a contract for the Veterans Chapel roof renovation and will journalize the expense to the facility’s roof-repair line so interior work can follow once the roof is complete. All listed pre-filings were approved by the committee to proceed to the legislative process.
