Putnam County advances local law and fee schedule changes for Veterans Memorial Park

Putnam County Department of Public Works Commissioner Feighery presented proposed changes to the Veterans Memorial Park policy and fee schedule, and the Physical Services Committee pre-filed both a local law and a fee-schedule amendment on April 23.
For the local law the Veterans Memorial Park Advisory Board proposed a policy giving flags and rows of honor a two-year lifespan; after two years the flag or banner would be returned to the sponsoring family, a change the commissioner said would improve maintenance. Commissioner Feighery said the policy was developed by the Advisory Board and incorporates suggestions from the public hearing.
On the fee schedule, Commissioner Feighery said veterans and first responders will have free park entry and county employees receive a discount. Legislator Montgomery questioned language in the resolution referring to algae exposure and suggested revised wording and timeline changes; the committee agreed to change the timeline from this year to next and to adjust the language. There was extended discussion about pavilion rental pricing and non-resident permits: Chairman Gouldman said he wanted to offer county residents opportunities without fee in some cases; Legislator D'Angelo urged retaining non-resident fees; Legislator Sayegh moved to restore a non-resident permit at $85 and to switch pavilion columns so non-resident and resident pricing were correctly ordered. The motion to pre-file the fee-schedule resolution passed.
The committee’s actions were procedural (pre-filing resolutions); the full Legislature will consider final adoption and any fee amounts must be finalized in subsequent legislative action.
