Putnam County backs $1.5 million for East of Hudson watershed stormwater program

Commissioner Feighery told the Physical Services Committee that Putnam County is being asked to support $1.5 million in WQIP (Water Quality Improvement Program) funding for years 11–15 of the East of Hudson stormwater retrofit program.
President Richard Williams of the East of Hudson Watershed Corporation told the committee the program handles significant and costly components of the MS4 work across Putnam, Dutchess and Westchester counties. Williams said, "The first five years of this program was $22 million, and the second five was $20 million." He added the program has secured $15 million from New York City Department of Environmental Protection but needs contributions from Putnam and Westchester to continue.
Legislators asked whether the $1.5 million would come from county budgets or existing East of Hudson funds; Williams said it would come from Quick Reserve and that no county budget amendment was needed. Chairman Gouldman moved to pre-file the necessary resolution in support; the motion was seconded and carried.
