Putnam County seeks to apply $2.125 million in EPA STAG funding for stormwater equipment

Putnam County Planning Commissioner Barbara Barosa told the Physical Services Committee on April 23 that the county was appropriated $2.125 million in 2023 for water-quality improvements and is requesting legislative permission to apply for funds to purchase six types of equipment for MS4 (municipal separate storm sewer system) pollution prevention.
Barosa said the federal funding package is structured so that "80% of the funding is the $2.125 million and 20% is required from EPA; there is no match," and estimated the grant approval process would take about three to four months. Deputy Commissioner Joseph Bellucci (DPW) explained the equipment would be used to clean out basins and remove roadway debris to reduce pollutants entering streams.
Legislator Sayegh asked whether the request related to an earlier sewer project that was to connect to Danbury and whether funds would need to be reallocated; Barosa replied that the funding has not yet been allocated and that the request includes consideration of matching funds. Chairman Gouldman moved to pre-file the necessary resolution; Legislator Sayegh seconded and the motion carried.
The committee did not set a specific project schedule in the meeting; the next step is filing the resolution and, if approved, completing the application process and procurement steps tied to the grant timeline.
