Vice Chair Crease called the situation "deeply troubling" and requested assurance the negotiated amount represents fair value; Lobb said staff performed a line‑by‑line review and is implementing internal controls to avoid recurrence. Hansen’s aviation services manager Todd Merihue attended and said the firm had been "overzealous" in driving projects to completion and agreed to improve documentation and coordination.
The board voted to approve the negotiated amendments but asked staff to return with strengthened contractual timelines and clearer processes for notifying the board when task orders exceed scope. "We need better checks and balances so this doesn’t happen again," a commissioner said during debate.
