Staff said the parcels lie within the city’s growth boundary and that annexation aligns with the city’s policy of incorporating islands of unincorporated land that are already served by city services. Staff recommended conditions that include consolidation of the church campus into a single parcel, a requirement that a formal site plan for the campus be submitted within five years (thereby vesting the CUP), a trail/sidewalk segment along the Rope Mill frontage, and buffers adjacent to a remaining county parcel to the south. Staff also asked that the applicant anticipate grease traps and dumpster drainage in areas intended for accessory restaurant or retail uses.
Richard Goff, Executive Pastor at Faith Community Church, presented conceptual renderings showing a phased plan; the church said the next building on Rope Mill frontage would likely be an office building for church staff and possibly ground‑floor tenant space (coffee shop or event space) that could serve both the church and community. The church said it does not expect construction on the newly annexed parcels to begin immediately and estimated a two‑year window before formal design submittal.
Commissioners asked clarifying questions about the sidewalk/trail and confirmed staff and the city’s capital improvements program would coordinate on timing; the commission then voted unanimously to forward the annexation, rezoning and CUP to City Council with staff’s conditions.
Next steps: Staff will prepare the ordinance and conditions for City Council consideration; the applicant will submit a site plan within five years to vest the CUP per the approved condition.
