Muscatine County to revise Trust Program handbook, drop daily call-in window and set 24-hour response target

Community Services Director Jessica addressed the Muscatine County Board of Supervisors on May 11 about proposed amendments to the county's Community Services Trust Program handbook.
Jessica said the handbook had not been updated since June 3, 2022, and noted routine changes to fees and operations. "The $20.22 amount was what was listed last," she said, and described updated fee language. She recommended removing the program's designated 10:00'—:30 call-in window because most clients now have signed budgets and daily call-ins have fallen to about three repeat callers. "We maybe have 3 clients who call. They're basically the same ones who call every day," Jessica said, and added the change will reduce staff burden and printing checks twice per day.
Jessica said staff will still respond to urgent needs immediately and that, under normal circumstances, requests will be approved within 24 hours. She noted that requests over $200 require her sign-off if they exceed a client's normal budget and that fee-waiver or sliding-scale options remain if a client lacks funds.
The board voted to approve the handbook amendments and Jessica said a client notification letter will be mailed and implementation will begin June 15.
The amendments change internal procedures for how and when clients request additional funds, keep existing discretion to waive fees or apply a sliding scale, and set an implementation date with client notice.
