Commission approves Vine Street medians LFA and accepts clean audits for city and CRAs

The Kissimmee City Commission, convening as the Community Redevelopment Agency board on May 5, approved a locally funded agreement with the Florida Department of Transportation to construct three medians and perform site work along the Vine Street corridor as part of the US-192 resurfacing project. The project cost is $128,276 and will be paid from the Vine Street CRA; the commission also approved a budget transfer to cover the expense.

Samaya Singleton, CRA manager, briefed commissioners on the project and said the improvements are intended to establish foundations for future landscaping and aesthetic enhancements along Vine Street. "The project involves construction of 3 medians...the project cost is $128,276, which will be fully funded by the Vine Street CRA," Singleton said.

The board voted to approve the resolution authorizing the agreement and the budget transfer; the motion carried unanimously.

Separately, external auditors Purvis Gray and Company presented the city's annual comprehensive financial report for the year ended Sept. 30, 2025, and reported an unmodified (clean) opinion on the city's financial statements and on the downtown and Vine Street CRA reports. The auditors told commissioners they found no significant deficiencies in internal controls and no exceptions in their testing of CRA expenditures.

"As a result of our audit process we've issued an unmodified clean opinion on the city's financial statement," auditor Helen Painter said, noting full cooperation from city finance staff.

The commission accepted the audit reports and approved the downtown and Vine Street CRA annual reports by unanimous votes. Commissioners then returned to city business after the CRA session adjourned.

The approved Vine Street work will accompany FDOT's resurfacing on US-192 and is intended as site preparation and foundation work for future city and CRA-managed landscaping efforts.
