Stark County authorizes signature on roundabout environmental memo; engineer gives $4.8M construction estimate

County engineers told the Stark County Commission they have responded to comments on a draft environmental document for a proposed roundabout and are ready to submit the final document once the county signs a decision memo.
Andrew of KLJ said the most recent construction estimate for the roundabout is about $4,800,000 and noted the project was placed on a high-crash list, which supported pursuing Highway Safety Enhancement Program funding. He described the funding share as roughly 90/10 and said the earliest likely bid schedule would be in January 2027 with construction during summer 2027.
Commissioners asked about traffic counts, large farm-equipment accommodation and detour plans during construction. Andrew said plans include a temporary bypass and a four-way stop during some construction phases and that large trucks would be accommodated by a concrete apron and mountable curbing on splitter islands.
Separately, KLJ reported the chip-seal contract had a low bid from Aztec at $1,245,009.78 and that the 30th Street structure contract was sent to the apparent low bidder, Schwartz, with work expected in 2026. The DOT requested a signed resolution (SCDash4500051) by May 8 to award the chip-seal contract; the commission moved and authorized signing the resolution and related signatures.
The board authorized the necessary signatures and moved forward with the DOT resolution; no contract was executed at the meeting.
