He said the commission had not voted on some of the resolution language in a regular meeting.
Larry Mickle (speaker 14), who said he has served five years on the redevelopment commission, urged the council not to approve the confirmatory resolution and to rescind the declaratory resolution. Mickle said the statutory language, as drafted, allows the RDC to amend capture areas and described a potential 25‑year tax capture that would create long‑term uncertainty for schools, townships and taxpayers. He urged direct communication with Toyota about obligations for perimeter roads and questioned whether redevelopment obligations were being passed to taxpayers. Mickle provided a marked‑up statutory resolution and a contact who might help negotiate private agreements.
Council members acknowledged the concerns and said they would consult with counsel and review the resolution language before taking further action; no formal rescission or vote on the declaratory/confirmatory resolution occurred at this meeting.
