Lyon County planners advance service plan for proposed North Lyon Power GID

The Lyon County Planning Commission on May 12 agreed to forward recommendations on a service plan that would create a North Lyon Power General Improvement District (GID) to provide on-site electric generation for the Northern Nevada Industrial Center and appointed County Manager Andrew Haskin to present the plan to the Board of County Commissioners at a public hearing scheduled the next day.
County Manager Andrew Haskin told the commission the privately financed microgrid could be built in phases to provide as much as 3 gigawatts of power, with an initial phase of up to 450 megawatts. "Currently, all of Northern Nevada runs on about 2 gigawatts of power," Haskin said, arguing the GID would accelerate development by providing service years earlier than commercially available alternatives.
The service plan documents included a map of proposed district boundaries that would encompass the Northern Nevada Industrial Center (NNIC), a financial survey and preliminary engineering, and estimates of assessed valuation and population. Haskin said the plan projects no residential population within the district and estimated assessed valuation could grow from roughly $1.6 million today to about $279 million by 2031 if large industrial users build facilities. He emphasized the plan calls for infrastructure to be financed and secured through private development commitments and said the district "will not finance any development activity" through county taxes or debt.
Developer representative David Brown (Land Development Associates) told commissioners the project has engaged a primary generation partner during outreach and due diligence; he named General Catalyst as the current primary generation partner the team is working with but characterized that relationship as subject to change as the project advances.
Public commenters raised concerns about water, wildlife and community impacts. Robin Biggs, an Arrington/Ewington resident, urged the commission to ensure state and federal water authorities and the state engineer have been consulted and warned of potential harms to wildlife corridors, historical sites and local housing affordability. Bridal Lovett of Silver Springs asked whether properties outside the industrial center could join the district; Haskin said the proposed boundaries would be limited to the industrial center but could be amended in the future and that a future interconnection to the larger grid is possible.
After questions from commissioners on fuel sources, renewable options and the GID formation process, the commission voted to forward a recommendation on the service plan and to appoint County Manager Andrew Haskin as the planning commission’s representative at the Board of County Commissioners hearing.
The Board of County Commissioners public hearing on the service plan was scheduled for 9 a.m. the following day; state statutes cited in the staff presentation included provisions of Nevada Revised Statutes governing formation and oversight of general improvement districts. Following the BOCC hearing, the board will notify interested parties of its action in writing within the statutory timeframe.
