Commission passes vacation ordinance and approves FDOT reimbursement; anchors/dockage changes set for second reading

The commission took three formal actions on regulatory and maintenance items.

Ordinance 2026‑13 (second reading and public hearing): Steven Slaughter, utility/public works director, presented the ordinance to vacate a portion of Prado Avenue adjacent to 3560 North Ponce De Leon Boulevard. No members of the public spoke at the hearing. The commission moved, seconded and adopted the ordinance on second reading; the clerk called the roll and recorded affirmative votes from the assembled commissioners.

Ordinance 2026‑14 (first reading): City attorney explained amendments to Chapter 7, Article 5 to align city anchoring and mooring rules with updated state statute and to clarify the city’s proprietary rights over submerged lands versus the state’s jurisdiction over surface waters. Commissioners voted to send the ordinance to second reading and public hearing.

Resolution 2026‑09: Jamie D. Perkins, community services director, presented an annual reimbursement agreement with the Florida Department of Transportation that will allow the city to maintain state‑owned traffic signals within city limits; the reimbursement amount is $119,510 for FY 2026–27. The commission voted to approve the agreement by roll call.

All three actions were processed during regular business; the ordinance vacating the right‑of‑way and the FDOT maintenance reimbursement were approved with roll‑call votes recorded during the meeting, and the anchoring ordinance was advanced to second reading.
