Staff explained the project replaces aging 6‑ and 8‑inch water lines and presented bid results. Creek Construction submitted the lowest qualified base bid and bids for alternates; staff recommended awarding the base bid plus alternates for a total award of $864,750. "The low bidder was below the engineer's estimate," staff said. To record grant funding, staff requested an amendment to increase estimated revenues and appropriations in the capital improvement grants fund by $322,603.96 to incorporate the CDBG award.
Council approved the budget amendment and the award and authorized execution of necessary documents. Staff said using a phased approach and combining grant cycles reduced mobilization costs and that funding would include CDBG resources and OPWA match amounts.
