Stevens also summarized proposed fee changes: removing some mobile‑food vendor fees required by recent state law changes and deleting background‑check fees for certain vendors; adding a $75 deposit for large or repeat open‑records requests that produce estimated charges over $75 (limited to commercial requesters, not media/educators); a flat $100 fee to cover required legal notices in the newspaper (rather than billing applicants); removing a $250 PUD minor‑amendment fee processed entirely in house; adding a $500 change‑of‑access application fee (comparable to final‑plat fees); adding a $50 temporary access permit fee plus state charges; and raising some inspection fees to $50 for consistency. Recreation staff proposed vendor booth fees of up to $50 for city events and modest increases to adult softball team fees. The fire department requested updates to ambulance billing rates to match current Medicare allowables, including a mileage rate increase to $29.73 and higher ALS chargeables.
Stevens said staff will return with formal ordinance or resolution language where required; some changes reflect state law updates and others are administrative updates to the city’s consolidated rate schedule.
