Owasso council approved a budget amendment to the economic development hotel tax fund and awarded the Sports Park field drainage construction contract to Builders Unlimited, the city manager said.
Staff presented the project history and procurement timeline: GH2 Architects completed construction documents and the city received five bids; the lowest responsive bid was Builders Unlimited at $1,208,996.69. "The lowest bid received was from Builders Unlimited of Broken Arrow, Oklahoma in the amount of $1,208,996.69," staff said. To fund the project, staff proposed using $900,000 already in the FY25‑26 hotel tax budget plus a budget amendment to add $302,997.
Council approved the hotel‑tax budget amendment to increase appropriations by $302,997 and then approved awarding the construction contract to Builders Unlimited and authorized execution of necessary documents. Staff noted a small additional $6,000 will be funded from the general fund parks development budget as presented.
The project is intended to resolve field drainage issues that currently prevent play after measurable precipitation and enable the city to host tournaments when complete. Staff will return with contract documents and a construction schedule.
