Owasso city council approved an agreement to update the city's transportation master plan, authorizing Kimley‑Horn to perform the base scope for $400,000, staff said.
Henderson told the council the update will review collector roads, signal timing, interchange and railroad crossing alternatives and a downtown on‑street parking study, and will include an ADA ramp inventory and sidewalk gap analysis as budget permits. "The recommendation is staff recommends approval of the agreement for engineering services with Kimley Horn and Associates Incorporated of Oklahoma City, Oklahoma in the amount of $400,000 for the base group of work," Henderson said.
Councilors thanked staff for including walking and pedestrian elements; one councilor said alternate items that extend the scope can be done later if funding allows. The motion passed on a roll call vote; staff said funding is available in the half‑cent street tax fund.
The agreement directs staff and the consultant to return findings and to integrate the transportation plan with pavement data and future capital projects.
