Owasso city council voted to approve an engineering services agreement with Kimley‑Horn for a pavement management program at an authorized fee of $420,000, staff said.
City staff presented the plan, describing a two‑direction scanning approach that will capture video imagery and asset data for all local streets and rights‑of‑way. "Based on the statements of qualification and interviews, staff elected to negotiate a fee of $420,000," staff member Henderson told the council. He said the work will produce PCI (pavement condition index) scores for individual segments and an OCI (overall condition index) for the city, data intended to guide prioritized repairs.
Henderson told councilors the project includes three years of software access as part of the initial fee and the option to extend via subscription. Councilors asked whether sidewalks would be included; staff said sidewalks will be scanned and the sidewalk data will inform the forthcoming transportation master plan.
The agreement will be funded from the half‑cent sales tax dedicated to streets. The motion to approve passed on a council roll call.
Council members said the program should help the city maintain and improve an OCI the staff said currently sits in the low‑to‑mid 70s. The contract authorizes staff to execute the necessary documents; staff will return with an executive summary of findings at a work session.
