Commissioners approve three-year sheriff’s app contract paid from opioid settlement funds

KAITENAI COUNTY — The Kootenai County Board of Commissioners approved use of opioid settlement funds to pay for a three-year contract with OCV LLC that will provide a citizen-facing app with links to treatment, rehabilitation and community resources.
A county presenter said the contract, $10,295 per year for three years (total $30,885), was submitted to the attorney general's office as part of the packet and that the AG’s office indicated the contract appears to fall within exhibit A, paragraph c (connections to care) and paragraph g (education and prevention) of the settlement guidance.
A staff speaker described several user features and said the county intends to publicize the app on its website and social media. “When citizens download this app, they can have access to hyperlinks,” the staff member said, and staff suggested adding a link for driver’s-license appointment queues as a convenience feature.
Several commissioners asked whether the app is primarily opioid-focused; one commissioner said it "doesn't sound like it really is primarily for opioids," and staff responded that as long as links to treatment and rehabilitation are accessible, the AG office guidance is met.
A motion to approve the contract and authorize the sheriff's office to use opioid settlement funds carried on the record.
Next steps: staff will finalize the contract and proceed with public outreach about the app if procurement and contracting are completed.
