KAITENAI COUNTY — The Kootenai County Board of Commissioners on May 12 approved a request to submit a Section 5310 grant application to the Kootenai Metropolitan Planning Organization to preserve specialized transit service for seniors and people with disabilities.
Chad Ingle, with the county transit department, told commissioners the application requests $247,250 in federal funds with a $61,813 local match provided through partner agency operating budgets and potential area agency on aging funds if available. “There will be no county funding required,” Ingle said.
The grant, if awarded, would maintain current ring-and-ride service levels the county provides for seniors and individuals with disabilities; staff said the board would review and approve any resulting funding agreement if the application is successful. During public comment, Ron Harkin asked whether the action would “involve any taxpayer funds” and requested more information on the proposal’s funding sources.
Commissioners asked technical questions — including whether the de minimis 15 percent indirect cost rate was included in the request — and Ingle confirmed the indirect cost was accounted for. A commissioner moved the board’s approval to submit the application and the motion carried.
Next steps: if the Kootenai Metropolitan Planning Organization awards the Section 5310 funds, staff will return the grant funding agreement to the board for final approval.
