Delaware County commissioners approve claims list, buy $22,126 floor cleaner and sign Atlas Heavy road-use agreement

The board — Chairman Commissioner David Poindexter and Commissioner David Beck (Commissioner Jake Callihan was recorded as absent in roll call) — voted to approve the claims on a motion by Beck, seconded by Poindexter; roll call recorded Poindexter-yes and Beck-yes. The clerk’s listing of approved claims includes a Fair Grounds Project charge to Kemp Stone Co. for $95,340.65 (Use-ST 124) and two identical-line entries for jail medical services to Turn Key Health Clinics for $14,214.17 each. The register also lists highway, jail, and general-fund vendors and recurring lease and utility payments.
The board also voted to sign a Road Use Agreement and Corporate Guarantee with Atlas Heavy LLC permitting the one-time movement of heavy equipment on 6.4 miles of roads in District 3. Commissioners confirmed the planned route does not involve bridges but does include a culvert and a slab; the motion was made by Beck and seconded by Poindexter and carried on the same roll call.
On the fairgrounds equipment request, the board discussed an estimate from 4-State Supply for a ride-on floor cleaner. Commissioners and staff said the county had previously purchased machines from that vendor and custodians preferred the same brand. The board authorized purchase of the ride-on machine for $22,126.68 on a motion by Poindexter, seconded by Beck.
Other routine actions included signing payroll affidavits for the March 31 payroll and tabling an item requiring the District Attorney’s documents so a special meeting can be scheduled when paperwork is available.
The meeting minutes show motions were consistently moved by Commissioner David Beck and seconded by Commissioner David Poindexter, with both commissioners recorded as voting yes on items reflected in the minutes. The clerk’s itemized claims list filed with the record provides vendor names, fund codes and dollar amounts for all approved claims; several large vendor lines are noted above. The board adjourned at 9:40 a.m.
