The proclamation text read by a presenter recognized Dr. Scott's "outstanding commitment, leadership, and excellence" and stated the mayor's proclamation affixing the city seal in April 2026. "In witness thereof, I have hereto set my hand and cause the seal of the city of Franklin to be affixed this April 2026," the proclamation read, signing as Mayor Paul Kaplan.
Dr. Xavier Scott responded, expressing gratitude on behalf of his family and collaborators and emphasizing that the organization's work benefits Franklin and neighboring counties. "I appreciate the entire council, for allowing, you know, me, myself, and a host of others that contributed to the push of, fighting every single day, of making our environment and our community better," he said.
