Delaware County approves purchase of four used Dodge Durangos for sheriff’s fleet

The Delaware County Board of Commissioners on March 17 voted unanimously to buy four used Dodge Durangos from the Kansas Highway Patrol for the sheriff’s office, Sheriff Ray Thomas said.
Sheriff Ray Thomas told the board the vehicles — each with about 49,000 miles — were the cheapest he found that included necessary equipment. Thomas said a new vehicle would cost about $65,000 to $68,000 and that outfitting a new car would run an additional $10,000 to $12,000. He said the county will use money from a $300,000 Attorney General grant to make the purchases.
The board discussed purchase method and competitive sourcing. District Attorney Doug Pewitt asked Thomas to confirm the cars would be purchased from the Kansas Highway Patrol and to follow the approved procurement method; Pewitt said the intergovernmental purchase process applies. Chairman David Poindexter asked if state bid lists had been checked; Thomas said he reviewed state bids but was buying used vehicles.
Thomas stated the total amount discussed for the four Durangos was $155,300; the motion formally approved a purchase price listed as $155,000. Commissioner Poindexter moved to approve the purchase and Commissioner David Beck seconded; the motion carried on a unanimous roll call.
The sheriff said the purchase is intended to replace eight Ford Taurus vehicles that staff consider impractical for county roads and to reassign the Tauruses to School Resource Officer use. The board did not place conditions on the purchase in the minutes; the vote as recorded was unanimous.
