Staff presented a draft outdoor entertainment district ordinance that would permit patrons to purchase beverages from licensed servers inside a defined footprint, provided containers meet specified standards and state law remains in effect. The presenter said businesses would opt in individually and that hours and boundaries would be set by the council.
A council member moved to send the draft to the full council for consideration. The motion was seconded and carried by voice vote. Council indicated interest in further review of conditions such as cup type, hours and opt-in process before final adoption.
The committee did not adopt ordinance language; the item will appear on the full-council agenda for additional debate and any required legal review.
