Commissioners pursue Buyboard membership and approve single‑source Techsico monitoring for county systems

On April 28 the Delaware County Board of Commissioners voted to pursue membership in Buyboard, a cooperative purchasing program, and also approved a single‑source justification to purchase additional fire suppression equipment and monitoring from Techsico Enterprise Solutions.
Chairman David Poindexter said Buyboard membership would broaden procurement options for the county and that David Ricketts would serve as the county’s Buyboard representative. The motion to pursue membership passed unanimously.
Emergency Management Director Jeff Reeves explained that Techsico installed proprietary equipment at the E‑911 Center and Fairgrounds Arena and is the sole compatible vendor to provide consolidated monitoring for all county buildings. Reeves said Techsico’s proprietary systems require matching equipment and that having one vendor will allow unified monitoring; the board approved a single‑source justification memo from Floyd & Driver to contract with Techsico.
The board also approved several routine procurement and surplus items during the meeting; no immediate contracts under Buyboard were executed at the session. Commissioners asked staff to follow procurement rules and to confirm whether settlement funds (discussed separately) could be used under proposed Buyboard purchases before making final purchases.
