Douglas County commissioners approved a budget reallocation and awarded a $6,579,818.08 construction contract for the Highlands Ranch Parkway reconstruction project, staff said Tuesday.
Amy Strathopoulos, presenting for staff, described the project as a full reconstruction of concrete pavement east of Broadway between Broadway and Burntwood designed to replace failing 1980s concrete, repair sidewalks and curb ramps, add concrete medians and a 7‑foot bike lane, and upgrade signals. “The contract amount is $6,579,818.08,” Strathopoulos said, and staff recommended awarding the contract to Castle Rock Construction Company of Colorado LLC with a notice to proceed of June 1 and a four‑month construction duration.
Scope and funding: The project will remove and replace pavement, curb, gutter and sidewalk, install a 14‑foot raised median, upgrade ADA curb ramps, install new traffic signals and tie into the adjacent intersection project. Strathopoulos said the Highlands Ranch Metro District agreed to fund the cost of one new signal at Ridge Glen Way and noted the project team coordinated with the nearby IGA intersection project.
Board comment and vote: Commissioners said the project had been on the county’s capital improvement plan for years and praised coordination with the senior center, metro district and county teams. A commissioner moved to approve a budget reallocation and the contract award; the motion was seconded and carried.
Schedule and impacts: Staff said construction would begin the Monday after school gets out and last approximately four months. No members of the public signed up to comment on the matter at the meeting; staff noted planned traffic work and tie‑in coordination with the other Highlands Ranch projects.
Next steps: With the contract awarded, staff will issue the notice to proceed, begin preconstruction coordination and manage communications with affected neighborhoods and the senior center.
