Council adopts ordinance changing stormwater fees for non‑sewer customers

The Noblesville City Council on May 12 adopted Ordinance 19‑04‑26, which amends stormwater fees to apply a sewer‑rate‑style charge to properties that receive stormwater service but are not served by the city sewer system.
City Attorney Jonathan Hughes and Director of Utilities Jonathan Murgot told the council the ordinance applies only to non‑sewer customers and does not change rates for current city sewer customers. "Any current sewer customers are not impacted," Hughes said.
Officials said the change primarily affects a small but growing class of residences and businesses in areas served by other utilities (HSE and Fishers utility areas) and that the class will expand as the utility service areas grow. No members of the public came forward to speak during the hearing. The council opened and closed the public hearing and adopted the ordinance by a roll call vote of 7‑0.
