Panel endorses campus-mapping proposal to aid emergency response; SLED to lead subject to funding

The Senate Education subcommittee adopted a subcommittee amendment and gave a favorable report to a bill that would create a school-mapping program for institutions of higher learning to assist emergency responders.
Katie Grinstead explained the bill would require SLED, subject to funding, to contract with a vendor to generate and maintain mapping data for each public institution; the data would be provided to institutions, local law-enforcement and public-safety agencies for emergency response. Institutions would be required, at least once every two years, to review campus facilities and report material changes to SLED and the mapping vendor. Grinstead said the mapping information would be confidential and not subject to FOIA.
Senator Elliott said SLED confirmed the procurement process would be normal and that the K'12 mapping program previously appropriated roughly $5,000,000. He described universities as significantly more complex to map than single K'12 schools and noted SLED would be responsible for initial mapping and updates subject to funding. The committee adopted the amendment and voted to give the bill a favorable report.
