City staff summarized a proposal from Studio GWA to advance the Randolph House redevelopment. Scott Coker said Studio GWA would perform a hotel market study (estimating around 15 rooms), conduct a 3-D LIDAR scan of the building, produce conceptual designs and renderings, prepare a formal pro forma and assist in drafting a request for proposals to attract a private developer. Staff emphasized the city's intent not to own the property long term; the aim is to ready the property for a developer and to leverage historic tax credits and, if needed, BDD or TIF incentives.
Coker said the cost of the Studio GWA work is $54,580 and that funding would come from Downtown TIF. An alderman asked whether the city issued a request for proposals; Coker replied that because this is professional services the city is not technically required to issue an RFP and that the firm had prior working experience with the city. The committee placed the agreement on the agenda for final action at next Monday's council meeting.
