Committee hears plan to allow rooftop solar at Heritage Tractor; planning commission recommended approval

The Committee considered an ordinance to authorize a special-use permit allowing rooftop solar on a commercial property (Heritage Tractor) located just outside the city limits but within the city's 1.5-mile extraterritorial zoning boundary.
Mister Suarez, planning staff, said Porter Electric applied on behalf of Heritage Tractor and that under the zoning use matrix a solar array requires a special-use permit. Suarez reported that the planning commission unanimously recommended approval at its April 22 meeting and that staff sent required notices and received no responses within 1,000 feet of the site. Suarez said the usual permitting and fire-department review will occur when permit documents are submitted.
Alderman Vazquezi asked whether the fire department needs to sign off; Suarez confirmed that permit-level review and fire-department signoff will be required before work proceeds. Chair placed the item on for second reading at next Monday’s council meeting.
