The Sarpy County Board of Commissioners approved a contract to expand a soybean‑oil dust‑suppression pilot after staff recommended awarding the base bid to EDC Dust Control of the Midwest.
Assistant County Administrator Beth Garber (S3) told the board that purchasing opened two bids on April 7 and recommended awarding the base bid to EDC Midwest: total base award $33,825 for three road sections, with mobilization at $3,000 and a unit price of $2.25 per linear foot for treatment. Garber said the total linear feet for the three sections is 13,700 and that the pilot conducted in 2025 was effective as a substitute for magnesium chloride in some locations.
Commissioners asked whether the $33,825 limit applied to future work and whether additional funds were available; staff said the resolution clarifies pricing per linear foot so additional sections can be added if needed and that there is room in the budget for more applications. County Engineer (S9) noted the pilot lasted about half the summer and that some areas may need multiple applications depending on weather.
The board approved the resolution after a motion and second. The award covers the base bid award for the specified three sections; any additional applications would be procured or authorized under the per‑linear‑foot pricing in the contract.
