Council approves wastewater switch quote, selects inspection firm and signs off pay request; staff flag vendor name discrepancy

The Speedway Town Council on Tuesday approved a set of infrastructure and procurement items that the town says are needed ahead of summer construction and the CSO tank project.
Town staff recommended accepting a vendor proposal to install an automatic transfer switch at the wastewater treatment plant after the original switch failed. Grant Kleinhills, the town manager, said the staff received two proposals and recommended NPower Inc. at $29,500 as the lower-cost option. He said work will require a temporary generator while crews remove the old equipment. At the vote the motion as read referenced 'Empower Inc.' rather than 'NPower Inc.'; the council approved the quote by voice vote (4-0). Staff said they will reconcile and confirm the vendor name and contract paperwork prior to payment.
On the wastewater combined sewer overflow (CSO) tank project, staff reported that four proposals were received for construction-inspection services and recommended American StructurePoint based on experience with wastewater construction and prior work in Speedway. Kleinhills asked the council to authorize him to negotiate a contract; he said the inspection fee is expected to be within a broad, high-hundreds-of-thousands range for a two-year project. The council unanimously approved selection and directed staff to negotiate terms.
Council also approved pay request No. 9 to Midwest Paving for the 25th Street reconstruction project. Grant Kleinhills said quantity errors discovered during final inspection led to an amended claim: an original $18,276.65 request was reduced by $5,716.09 to $12,560.56 and had been signed off by the construction inspector. Kleinhills praised the contractor for cooperating to correct the work and staff recommended payment; the council approved the amended request 4-0.
Kleinhills told the council that construction on the CSO tank is scheduled to begin after a limited notice to proceed, with work expected to start June 1 and that the town will press to complete phase milestones before race events.
The council's approvals move the projects forward but staff will return with negotiated contract documents and clarified vendor names before final payments are issued.
