City announces 13th straight GFOA budget award, updates PFAS work and settlement receipts

Loveland's director of finance announced the city's 2026 budget received the Government Finance Officers Association distinguished budget presentation award for the thirteenth consecutive year, praising the finance team and the budget's public-facing presentation of projects funded by residents' tax dollars.
Director Mark Medler said the budget document explains not just numbers but what projects the funds support. "This represents a lot of hard work from everyone in the finance department ... and the finance commission," he said.
Assistant City Manager Chris Winich provided an update on the city's PFAS efforts, saying AECOM is nearing 60% design and that staff are pursuing construction funding, including a nomination to the Ohio EPA. Winich said the city has collected settlement proceeds from multiple companies: roughly $1,200,000 to date from DuPont, Tyco and BASF, with an additional roughly $590,000 expected over about nine years from 3M.
Winich also noted developments in the supply chain that may reduce treatment costs, reporting that Calgon is expanding a plant in Columbus, which could drive down granular activated carbon costs in the region.
What happens next: Staff will continue design work with AECOM, pursue funding opportunities, and report back to council as design milestones and funding decisions proceed.
