Later, Ordinance 43 — establishing compensation and classification for the facilities manager position and repealing Ordinance 2026-23 — was adopted 7–0.
On a separate item, City Manager Dave Kennedy explained the council could use remaining proceeds from a USDA loan originally for a fire station to purchase an ambulance now rather than financing in 2027, saving on issuance fees and interest. He said staff had checked financing scenarios and that using the USDA balance was cost-effective. Fire Chief Ott Huber described the unit as a Horton model with a "supreme airbag ride system" and noted it would replace an existing Horton ambulance; the surplus backup ambulance would be advertised for sale or transferred at a future time. Council adopted Resolution 44 authorizing the purchase through Atlantic Emergency Solutions by a unanimous 7–0 vote.
