Council hears residents' concerns over neon sidewalk marks; staff outlines $12,000–$15,000 drainage fix

A Minnetrista City councilmember relayed resident concern about bright neon-orange marks utility crews painted on sidewalks and asked staff to research whether the markings can or should be removed and who is liable for removal.
"They have spray painted where they're going to do work on sidewalks with bright neon orange marks... it does look like graffiti on your side," the councilmember said, relaying residents’ complaints and asking whether the marks fade, who removes them once work is finished and whether residents can power-wash or sand-blast them.
Staff replied the city must review state locate/"one-call" requirements and the applicable liabilities before advising residents, and agreed to assemble an FYI for council and the public about removal options and responsibilities.
On a separate but related infrastructure item, staff member Allison Powski updated the council on a drainage repair for a property that has recurring flooding. Powski said a trenchless contractor estimated roughly $12,000–$15,000 to connect the home's drain tile into the city’s storm system and noted the location is being pursued because it was an earlier city-approved project; once work is complete staff expects ownership of the repaired connection to revert to the homeowner.
Council asked staff to follow up on both items and provide additional details at a future meeting.
The council then took a procedural motion and recessed after the vote.
