The East Grand Forks Economic Development Authority on Oct. 22 authorized staff to solicit requests for proposals for its mowing contract after members questioned renewing a two‑year $8,800 agreement to service 10 remaining lots.
Staff reported that K&H completed previous mowing work and submitted a renewal option; members noted the current contract is fixed and would still cost the same if the number of lots declined. One member said the fee would be steep if few lots remained in two years and suggested adding a clause to reduce payment as lots are sold or seeking a one‑year contract.
Members discussed in‑house capacity and concluded the city lacks equipment to handle the mowing workload. A motion to issue an RFP (requests for proposals) was made, seconded and approved by roll call; staff will proceed with procurement and return with options to the board.
Board members requested at least three price proposals and that the RFP include performance expectations such as mowing frequency and acceptable grass heights so the city can compare bids on an equivalent basis.
