Staff projected a season revenue range roughly between $30,000 and $40,000 under realistic use assumptions (theoretical maximum revenue was higher). Council members emphasized that ADA-compliant stalls would remain free, that non-app options (website and text-to-pay) would be available for people who do not use smartphone apps, and that the pilot covers under 5% of park stalls to avoid pricing out general access.
Several council members pressed for strong public outreach and a clear mechanism for review and committee oversight before any expansion. Director Ditch, representing parks staff, said the city would treat the program as experimental and bring recommended adjustments or next steps back to the parks committee and council. The council approved the pilot by voice vote.
The pilot will require signage and public notice; staff said kiosk installation would be considered only if demand and revenue justify the capital expense in future seasons.
