Mayor Sherry El Capello used the pre‑council review to announce two personnel appointments and to summarize the city’s quarterly budget.
El Capello said Eric Ellis has agreed to fill a vacancy on the Lebanon City Planning Commission representing Region 2 (north of Maple Street); the mayor stated Ellis’s term would be effective April 20, 2026, and expire July 26, 2029. She explained the city must maintain a resident representative in each of five planning regions and described the Planning Commission’s advisory role on land use and subdivisions.
The mayor also announced that Finance Officer Cheryl Gible would serve as Lebanon City’s representative and Director of Administration Janelle Gro would serve as alternate to the Lebanon County Tax Collection Committee, with terms effective April 21, 2026. El Capello described the county committee’s structure — one representative per school district and one municipal representative per district — and said it meets quarterly at Cedar Crest High School; she reported there are 31 potential seats covering 26 municipalities and six school districts.
On finances, El Capello presented a budget report covering Jan. 1 through Mar. 31, 2026, stating that with a quarter of the fiscal year complete the city’s revenues were "almost 23%" and expenses were "a little more than 18%," and that real‑estate tax receipts are low so far because annual bills were mailed in March.
Council members had no additional questions during the pre‑council review. The announced appointments will take effect on the dates specified and the planning and tax‑committee roles will be filled for the stated terms.
