EDA hears updates on apartment building, Great River Energy expansion, credit‑union plans and POPS facility

New Prague City staff gave the EDA a cluster of development updates covering housing, commercial expansions and public‑facility work.
Staff reported that a 54‑unit apartment project is actively sheetrocking the interior and remains on schedule to open in October, a development the staff called a positive step for local housing supply. “They are uh actively sheetrocking the interior of that building... still on schedule to open sometime in October,” staff said.
In commercial news, Amcon Construction applied for a building permit for a roughly 20,000‑square‑foot expansion for Great River Energy to add office space, secure interior storage and expand a fenced lay‑down area; staff confirmed the property will be taxable. Staff explained the expansion will give field personnel room for indoor office space instead of working out of trucks.
The Lamachia group applied for a variance to build a new Heartland Credit Union at the northeast lot of New Commons (in front of Coborns) and requests to position a drive‑through speaker facing Main Street; the variance is slated for review at the June planning commission. Staff noted the proposal would open the existing strip‑mall end cap for other tenants and add a drive‑through lane with a speaker facing Main Street.
Public‑facility work includes grading at the POPS site that staff said is mostly complete, with construction proposal solicitations issued and an anticipated construction start around Aug. 15 and completion in spring 2026. Staff also reported South Point Credit Union bought the lot south of Scooters Coffee but has not yet applied for a building permit, and no timeline for that site was provided.
What’s next: the Heartland Credit Union variance goes to the June planning commission for review, staff will monitor permit applications (including any from South Point) and the POPS procurement process is underway.
The EDA did not take votes on these project updates; staff provided status reports and indicated upcoming procedural steps where applicable.
