The Minnetrista City Council accepted bids for the city’s 2026 street improvement project and called a public hearing on proposed special assessments for March 16, 2026, at 6:30 p.m.
Public Works staff reported six bids were opened for a project that includes milling and overlay, areas of full‑depth removal and replacement, spot curb and gutter work, pedestrian ramp ADA improvements in the base bid, and three alternates: an underseal for a portion of Game Farm Road, trail improvements, and a hydrant relocation. Staff recommended awarding the base bid and two alternates (excluding the trail work) and pursuing the trail using a separate quote process to preserve competitive bidding.
Staff also presented a funding plan that combines city street-improvement funds, estimated state aid ($~700,000), a proposed special-assessment portion (capped at $10,000 per property under the city policy) and a cost share from the adjacent city of Mound for a portion of the eastern work. Staff said uncapped assessments based on bids would have resulted in higher per-parcel costs (~$16,500), so the $10,000 cap was proposed to limit homeowner assessments.
The council voted to accept the bids and to call the assessment hearing (resolution) for March 16, 2026, at 6:30 p.m.; the council is expected to award the contract and adopt final assessments at that meeting after required notices and any public comments.
What it means: The council’s action moves the project toward contract award and establishes the date for a special-assessment hearing. Property owners on the affected reaches of Game Farm Road will receive notices and have an opportunity to comment at the March hearing. The city will confirm final cost shares with the city of Mound before contract award.
