The Isanti City Council on June 17 approved awarding the Heritage Boulevard Intersection Improvements contract after staff reported six competitive bids, all below the engineer’s estimate. City staff recommended awarding the work to Aztec Asphalt Surface Technologies Corporation.
City staff said the lowest acceptable bid was substantially below the engineer’s estimate of roughly $1.5 million and that, after grants and a county cost-share agreement, the city’s expected expenditure would be about $170,000 — considerably less than the roughly $500,000 the city had budgeted for the project. Council members cited the favorable bids and urged the city to keep the project on schedule for construction this year.
The council moved to approve the award and the motion carried unanimously. Staff said the bid package had been structured without a carryover option to next year so the work would need to be completed this construction season if the award proceeded.
The project was described to council as the result of more than a year of work securing grant funding and easements. Council members thanked staff for competitive pricing and for efforts to limit local cost exposure.
Next steps: staff will finalize the contract with the selected bidder and proceed with construction administration and scheduling.
