Lake County commissioners approve routine contracts, grants and appropriations and move to executive session on economic development

The Lake County Board of Commissioners approved a slate of routine resolutions at its 16th regular meeting, including contract awards, grant acceptance and several finance actions, then voted to adjourn into executive session to discuss a potential economic development investment.
The board passed a resolution proclaiming April 19–25, 2026, as National Library Week in Lake County, Ohio. The Engineer's Office was authorized to advertise bids for roadway materials for Lake County Engineer project 2026-003 (bid opening May 13, 2026). In the Utilities Department, the board awarded a $423,012.56 contract to Davis Diggers Incorporated for the Bryn Mawr Avenue waterline replacement project (476W-2024). The board also approved a $447,463.50 contract award to Cook Paving and Construction Company Inc. for slab and pavement repair at the Lake County Solid Waste Facility (project 472L-2023).
On finance matters, commissioners approved payment of bills totaling $2,043,136.35 and purchase orders totaling $1,038,541.74. They also approved a resolution to certify unpaid sewer and water sums and administrative charges to the Lake County Auditor, a resolution increasing appropriations through various non-general fund accounts, and a resolution transferring an appropriation within a non-general fund account.
The Commissioner's office accepted an Emergency Management Performance Grant in the amount of $117,416, effective through Dec. 31, 2026. The board approved an excess workers' compensation and employers liability insurance program procured through USI Insurance Services with coverage via Midwest Employers Casualty Company, effective May 1, 2026, through May 1, 2028. The board also authorized an amended contract with Blue Technologies procured pursuant to section 9.48D of the revised code.
During departmental reports, a Job and Family Services representative thanked the commissioners for attending a recent foster parent event at LaVera at Molly Bell Hills and noted strong turnout. County Administrator provided a construction milestone update for the county jail, saying "the first shipment of steel cells will arrive on site" next Wednesday and invited interested commissioners to observe installation activities.
Before adjourning, the board moved and seconded to convene an executive session "for the purpose of protecting the interest of an applicant or the possible investment or expenditure of public funds to be made in connection with an economic development project pursuant to RC 121.22(G)(8)," and recorded a roll call vote to enter the closed session. No further public business was scheduled following the executive session.
