New Prague — The City Council voted to authorize up to $100,000 from park dedication reserves to reimburse qualifying soil‑correction costs at the POPS facility and approved a donation agreement that will transfer long‑term ownership and maintenance responsibilities to the city once construction is complete.
Staff told council the Park Board recommended the financing and that about $436,000 in unallocated park dedication funds remain. The recommended reimbursement is conditional: funds are available "to cover the reimbursement for soil corrections provided that the POPS facility is completed and documentation proving those costs are related to soil correction fees is provided," staff said.
Council also reviewed the donation agreement that sets operational expectations for the facility after construction. Under the agreement POPS is granted advance reservation priority (first choice) for up to eight summer performance dates per year for a 10‑year term; the city would retain ownership and maintenance responsibilities once the facility is completed. Staff explained the reservation priority does not preclude other rentals or city use of the facility outside that reserved window.
Council voted to approve both the Park Board funding recommendation and the donation agreement; the record shows abstentions were noted during the votes.
What’s next: Staff will prepare reimbursement mechanics and documentation requirements, complete the donation agreement paperwork and manage scheduling logistics for the initial seasons after construction.
