Kenai council enacts multiple ordinances and leases; certification and routine resolutions approved

The Kenai City Council certified the April 14, 2026 special election and approved a multi-item consent agenda at its April 22 meeting, enacting ordinances and adopting routine resolutions and leases.
Election certification: Vice Mayor Asin moved to certify the April 14, 2026 special election and the clerk recorded six yes votes; the council certified the election.
Ordinances enacted: After public hearings the council enacted Ordinance 3511-2026 to accept $1,250 in library training funds from the Institute of Museum and Library Services (via the State) and Ordinance 3512-2026 to amend Kenai Municipal Code Chapter 7.22 to broaden the city’s allowable investments (including investment-grade municipal and corporate bonds) and extend maximum individual investment maturity from five to ten years. Both ordinances were carried by recorded roll calls with six yes votes.
Resolutions and contract awards (consent): Council adopted multiple routine resolutions and contract actions by unanimous consent, including an external audit-services contract award (Resolution 2026-9), a Kenai city dock lease authorization (Resolution 2026-20), and a senior-center continuity plan incorporation (Resolution 2026-18).
Shore-fishery leases: The council adopted a sequence of shore-fishery lease resolutions (2026-21 through 2026-27) authorizing 10-year tideland leases to multiple applicants (Nathan Scow; Tide Chaser Fishery LLC; Brian Scow; Nancy Hillman Scow; Kenai Salmon Company Inc.; Aurora Holdings and Investments LLC; Thora Meccabe). City staff said current leaseholders exercised first right of refusal and requested new leases; council approved them as presented.
Automatic-aid agreement: The council adopted Resolution 2026-28 authorizing an updated automatic-aid agreement with neighboring fire departments to increase responding crews (when personnel are available) to three firefighters and to improve ISO rating credit for insurance purposes.
How the council voted: Several items were adopted by unanimous consent; when the roll was called on contested public hearings the clerk reported six yes votes and two absences (Council member Sonar and Student Rep. Bowling). The meeting minutes list each adopted ordinance and resolution and the public packet lists public-hearing dates for items requiring them.
What this means: The enacted ordinances and adopted resolutions set new investments options for city funds, authorize specific leases and contracts, and codify emergency and operational plans; several items will return for contract finalization or implementation steps handled by administration.
