Committee members debated whether a ban should apply to the entire school day or solely during instructional time, how to treat lunch, homeroom, passing time and study halls, and whether devices should be powered down or simply not used. Practical concerns included confiscation procedures, progressive discipline, staff training and how the district will collect stakeholder feedback as the proposed legislation requires.
The committee majority agreed to move a draft policy and administrative regulation forward for stakeholder input and to return to the committee before a board first reading.
Separately, the committee discussed unity-flag displays that have been posted in some district buildings and heard public comment from community members with varying views on inclusion, neutrality and student safety. Legal counsel told the committee the board retains discretion to adopt policy direction on displays. The committee left the item open for further discussion at its next meeting.
